Possible cheating on disarmed bill, does Russia test rockets secretly?

USA and (Mother) Russia owns a lot of weapons and that in different types. The USA accuse (Mother) Russia, to test secretly rockets were shouldn't actually exist. After the US Pentagon  (Mother) Russia tested rockets of the type RS-26. The INF-Bill doesn't aloud producing and testing of middle distance rocket. The bill was created in 1987 and singed from Reagan and Gorbatschow. It was the first big deal on the way for peace during the cold war.
